国葬の歴史｜History of Japanese state funerals

国葬とは国家にとっての功労者の死去に際し国費で行われる葬儀のことです。

A state funeral is conducted for a person who has rendered special service to the nation with government money.

日本では天皇崩御の際、皇室典範に基づき国葬が行われます。

In Japan, when an emperor dies, a state funeral is held in accordance with the Imperial House Law.

戦前は皇族以外の国葬もありましたが、国葬令が失効した戦後は、天皇・皇后以外は国葬しないという慣例になっていました。

Before the war, there were state funerals for people other than members of the imperial family, but after the State funeral Law was expired, we consider a state funeral is only for the emperor and empress.

しかし戦後一回だけ例外がありました。1967年に死去した元内閣総理大臣吉田茂の国葬です。

After the war, there was one exception: the state funeral of former Prime Minister Shigeru Yoshida, who died in 1967.

法的根拠がどこにあるのかは示されず、国民の反対世論がありながら、強引に進められました。

The legal basis for the state funeral was not indicated, and it was pushed forward despite public opposition.

ということで戦後政治家の国葬はこの一回だけで、安倍元首相が二回目の例外になったということになります。

So this is the only state funeral of a politician after the war, and Abe became the second exception.

You can see how exceptional it was that Abe was given a state funeral.

では安倍元首相の国葬反対世論の理由について考えていきます。

Then let’s consider reasons of public opinions against Abe’s state funeral.

まず一つ目は国葬についての明確な法律、ルールがないのに、国葬することを即断されたことです。

The first reason was the immediate decision to have a state funeral, even though there were no clear laws regarding state funerals for politicians.

岸田首相が国葬の発表したのは銃撃事件からわずか6日後でした。そして閣議決定で決めてしまいました。

Prime Minister Kishida announced the state funeral only six days after the shooting. The decision was made only by a cabinet decision, no discussion with the opposition.

国民への納得いく説明もありませんでした。

There was no satisfactory explanation to the public.

二つ目は安倍元首相が特定の宗教団体との関わりが明らかになったことです。

The second reason is Abe’s involvement with a religious group.

被疑者はある宗教団体に恨みがあり、その宗教団体と安倍元首相に深い関係性があると思っていたから銃撃したと供述したことにより、その宗教団体が大きく報道されました。

The suspect was widely reported for stating that he had a grudge against the religious group and that he shot at him because he thought it had a deep connection to Abe.

その宗教団体がいいイメージではなかったことから、そんな宗教団体と接点がある安倍元首相を国葬するべきなのかという反対意見が多くありました。

Since the religious group does not have a good image, there were many objections as to whether Abe should be given a state funeral.
